It must be your hosting issue or an issue with the site URL. It is not a theme or plugin issue. The two plugins are just suggested plugins and are not required at all. Also, you said that it keeps loading which means there is some restriction on the hosting otherwise it should get installed in just a couple of minutes.
So please consult with your hosting regarding your issue. To be more sure, you can test our theme here https://tastewp.com/ . It is completely free testing environment.
