    What is the best way to add a customized print.css to the Total theme?

    Maybe there is some plugin that will help you to add the print css easily otherwise you will need to add the code to call print.css file.

    Where would be the best place to add code to call print.css that will not get changed if the theme is updated?

    The best way to add any new code is always on child theme so that any update will not delete those added codes.
